About Manuel
Manuel Jimenez believes public service is not about titles, it is about responsibility. His path has been shaped by a lifelong commitment to service, discipline, and showing up for others. He served in the United States Marine Corps and continued his service as a reservist, experiences that instilled in him a deep respect for teamwork, accountability, and community. In 2014, following his Marine Corps service, Manuel chose to make Lakewood his home, where he began building both his career and his family’s future.
Today, Manuel is the owner and CEO of Black Knight Patrol and the founder of Semper Uniforms. Through his work, he has created jobs, supported local economies, and helped organizations and communities feel safe and prepared. His leadership in the industry led to his appointment with the California Association of Licensed Security Agencies, Guards & Associates, where he serves as a Southern California Director for 2025–2026.
Manuel is running for City Council because he believes in practical, community-driven leadership that brings people together. He is focused on supporting local businesses, strengthening public safety in a thoughtful and collaborative way, and ensuring Lakewood remains a place where families can thrive. Like many residents, Lakewood has given a lot to Manuel and his family, and he is committed to giving back through service that puts the community first.

Public Safety
Public safety is my top priority. Without safe streets, we cannot protect the quality of life
that makes Lakewood such a special place to call home. Our families deserve to live in
a community where they feel secure, where children can play, neighbors can walk
safely, and local businesses can thrive without fear of crime.
I understand the challenges our law enforcement officers, firefighters, and first
responders face every day. We must make sure the people protecting our streets have
the tools, technology, and support they need to do their jobs well. That means investing
in modern crime-fighting tools, improving response efforts, and making sure our public
safety teams are prepared to meet today’s challenges.
We also need to strengthen the partnership between the community and public safety.
Keeping Lakewood safe is not only the job of law enforcement. It is also our civic duty to
look out for one another, stay involved, and be there for our neighbors. That is why I
support expanding Neighborhood Watch and encouraging more residents to take an
active role in protecting their blocks and reporting suspicious activity.
We must also be honest about the problems we see in our neighborhoods, including
theft, homelessness, and addiction. We cannot afford to sit back and wait for the State
to solve these problems for us. We need local solutions, local leadership, and a clear
commitment to action. I believe we can create smarter ways to prevent crime, connect
people to help, and protect the safety and character of our city.
I came to Lakewood because of its promise. I am running because I want to help keep
that promise for every family, every homeowner, every business, and every neighbor.
Lakewood deserves the best quality of life we can provide, and I will work every day to
help make sure our community stays safe, strong, and united.
Economic Development
Economic development matters because it helps build a stronger, more thriving city. A
healthy local economy creates good jobs, strengthens our tax base, supports city
services, and helps protect the quality of life families expect in Lakewood. When our city
attracts the right kind of investment, it helps us maintain safe neighborhoods, strong
public services, and a community people are proud to call home.
But growth should not mean careless development. Lakewood does not need projects
that ignore the needs of residents or allow large corporations to make changes that are
not the right fit for our community. We need leadership that asks the right questions,
makes tough decisions, and insists on responsible growth that reflects the values of the
people who live here.
I believe any business or developer that wants to invest in Lakewood should be ready to
make a real, long-term commitment to our city. That means creating stable jobs,
supporting local infrastructure, and contributing to the things that make Lakewood
strong, including better roads, safer traffic flow, quality parks, and strong schools. We
should welcome investment that improves our community, not investment that simply
takes from it.
Lakewood deserves thoughtful leadership that puts residents first and works to attract
the kind of economic investment that benefits families today and creates opportunity for
the next generation.
Quality of Life Issues
Lakewood is the kind of community where neighbors still matter. It is a place where
people want safe streets, well-kept neighborhoods, reliable city services, and a strong
sense of pride in the place they call home. I believe protecting our quality of life means
paying attention to the everyday things that matter most to families, from clean streets
and beautification to better infrastructure, responsive city services, and a community
that feels welcoming and cared for.
I enjoy being outdoors and staying active, and some of my best conversations happen
while out in the community. Talking with neighbors, hearing their concerns, and learning
from their ideas gives me a better understanding of what people want for Lakewood.
Those conversations matter because the best way to serve this city is to listen to the
people who live here and experience daily life in our neighborhoods.
I believe we should always look for ways to make Lakewood an even better hometown.
That means improving streets and sidewalks, keeping parks and public spaces
attractive, supporting beautification efforts, and making sure residents can count on
quality city services. It also means being there for one another, helping our neighbors
when they need support, and strengthening the sense of community that makes a city
feel like home.
If I am elected, I will always be accessible and engaged. You will be able to call me
directly. I will make time to meet whenever possible. I will work hard for our city, but I will
never be too busy to listen. Serving Lakewood means being present, being
approachable, and always remembering that public service is about people first.
